Northeast Central Durham was once a prosperous textile and tobacco industrial zone, but today the area, located just east of downtown, faces some of the toughest challenges facing America’s cities: dilapidated housing, unemployment, crime, drugs, lack of economic development, and lack of health care. Home ownership is under 25% and median household income is about $24,000. The neighborhood is 75% African American and 18% Latino.
In 2002 the Northeast Central Durham Strategic Revitalization Plan was developed for the 96 block community to begin addressing its problems. A foundation for the redevelopment has funneled about $43 million of bond and outside funding into rebuilding the community. Today city officials, community leaders, police officers and residents are working together to create a new future for Northeast Central Durham.
